WASHINGTON a An early progress report on President Barack Obama's economic recovery plan overstates by thousands the number of jobs created or saved through the stimulus program, a mistake that White House officials promise will be corrected in future reports.

The government's first accounting of jobs tied to the $787 billion stimulus program claimed more than 30,000 positions paid for with recovery money. But that figure is overstated by least 5,000 jobs, or one in six, according to an Associated Press review of a sample of stimulus contracts.

The AP review found some counts were more than 10 times as high as the actual number of jobs; some jobs credited to the stimulus program were counted two and sometimes more than four times; and other jobs were credited to stimulus spending when none was produced.

For example:

_ A company working with the Federal Communications Commission reported that stimulus money paid for 4,231 jobs, when about 1,000 were produced.

_ A Georgia community college reported creating 280 jobs with recovery money, but none was created from stimulus spending.

_ A Florida child care center said its stimulus money saved 129 jobs but used the money on raises for existing employees.

There's no evidence the White House sought to inflate job numbers in the report. But administration officials seized on the 30,000 figure as evidence that the stimulus program was on its way toward fulfilling the president's promise of creating or saving 3.5 million jobs by the end of next year.

The reporting problem could be magnified Friday when a much larger round of reports is expected to show hundreds of thousands of jobs repairing public housing, building schools, repaving highways and keeping teachers on local payrolls.

But the White House promises many problems will be corrected in Friday's report.

"I think you'll see a pretty good degree of accuracy," said Ed DeSeve, an Obama adviser helping to oversee the stimulus program.

DeSeve said the administration is aware of problems with the early data. Agencies have been working with businesses that received the money to correct mistakes. Other errors discovered by the public also will be corrected, he said.

"If there's an error that was made, let's get it fixed," DeSeve said.

The White House released a statement early Thursday responding to the AP review, arguing what the administration said are the "real facts" about how jobs were counted in the stimulus data distributed two weeks ago. It said for the first time Thursday that release had been a test run of a small subset of data that had been subjected only to three days of reviews, that it had already corrected "virtually all" the mistakes identified by the AP and that the discovery of mistakes "does not provide a statistically significant indication of the quality of the full reporting that will come on Friday."

The data partially reviewed by the AP for errors included all the data presently available, representing all known federal contracts awarded to businesses under the stimulus program. The figures being released Friday include different categories of stimulus spending by state governments, housing authorities, nonprofit groups and other organizations.

As of early Thursday, on its recovery.org Web site, the government was still citing 30,383 as the actual number of jobs linked so far to stimulus spending, despite the mistakes the White House has now acknowledged and said were being corrected.

It's not clear just how far off the 30,000 claim was. The AP's review was not an exhaustive accounting of all 9,000 contracts, but homed in on the most obvious cases where there were indications of duplications or misinterpretations.

While the thousands of overstated jobs represent a tiny sliver of the overall economy, they represent a significant percentage of the initial employment count credited to the stimulus program.

Tom Gavin, a spokesman for the White House budget office, attributed the errors to officials as well as recipients having to conduct such reporting for the first time.

In fact, the AP review shows some businesses undercounted the number of jobs funded under the stimulus program by not reporting jobs saved.

Here are some of the findings:

_ Colorado-based Teletech Government Solutions on a $28.3 million contract with the Federal Communications Commission for creation of a call center, reported creating 4,231 jobs, although 3,000 of those workers were paid for five weeks or less.

"We all felt it was an appropriate way to represent the data at the time" and the reporting error has been corrected, said company president Mariano Tan.

_ The Toledo, Ohio-based Koring Group received two FCC contracts, again for call centers. It reported hiring 26 people for each contract, or a total of 52 jobs, but cited the same workers for both contracts. The jobs only lasted about two months.

I'm 17 and I desperately want to start a local nonprofit organization. I just really want to know any suggestions on what it can be about, you know? I know that I want it to be for young kids, I know I want to get them started on volunteering, and I know that I want to start an out of the country pen pal project. What I don't know is what could be the overall goal for it. Maybe for young kids dealing with personal issues? I'm not sure. So any suggestions would be nice.
If my question is hard to comprehend, I want any suggestions about the purpose of an organization. Like there's the optimist club, key club, HOSA, ect...

It says on the TWLOHA website that it's nonprofit, yet its ".com" which means that it's commercial. Can anyone clear this up?(and preferably show me a source from how you know TWLOHA is or is not non-profit)

ICANN: U.S. Moves to Lessen Its Oversight of Internet
By THE ASSOCIATED PRESS

Washington said Wednesday that it would give other governments and the private sector a greater oversight role in an organization that oversees the Internet.

The move follows criticism from European regulators and others that the American government could wield too much influence over a system used by hundreds of millions of people worldwide. Those critics have complained, among other things, about the slow rollout of Internet addresses in languages other than English.

Washington, however, stopped short Wednesday of cutting ties with the organization, the Internet Corporation for Assigned Names and Numbers, or Icann. The government agreed instead to establish advisory panels made up of government and private-sector representatives around the world.

The panels will review how open are the decisions made by Icann, whether they reflect the public interest, ensure stability and promote competition for domain names, like those ending in a?.coma? and other suffixes. Icann decisions could influence what domain names are available, what languages they are in and how much they cost.

a?The Internet is on a long-term arch from being 100 percent American to being 100 percent global,a? said Rod Beckstrom, the former U.S. cybersecurity chief who joined Icann in July as chief executive. a?This is a significant step along that arch to becoming more global.a?

Icann has had oversight over domain names under a series of loose agreements with the U.S. government, which financed much of the Internetas development. The latest expired Wednesday.

Many critics of Icann and its American oversight, including the European Unionas Internet chief, Viviane Reding, saw the expiration as an opportunity to revamp Internet governance.

Ms. Reding praised the new framework in a statement, and said the governments that now have more of a say in Icann should take advantage of the opportunity.

The Commerce Department has a guaranteed seat on only one of those panels, with the remaining representatives to be picked by leaders from Icann and its advisory committee of government officials.

But the panelsa recommendations will not be binding on Icann, and the Commerce Department retains oversight through a separate contract for Icann to handle the nuts-and-bolts of domain name administration. That contract runs through 2011; the new one taking effect Thursday covers Icannas broader role in setting guidelines and policies.

Icann also agreed to remain a nonprofit organization headquartered in the United States, with offices around the world.

Mr. Beckstrom said some critics abroad might take that to mean Internet governance still is not truly global. But he said the arrangement should ultimately bolster Icannas standing internationally.

a?The U.S. government is saying, a?O.K., you have become a multistakeholder body. Congratulations. Now on to the next set of challenges,a?a Mr. Beckstrom said.

I am thinking abotu starting my own nonprofit organization for cancer patients. My idea was to make pillows for the patients, and to call it PillowsForPatients, however that is taken. But then, I thought of also making decorated journals, chemo hats, and stuffed animals for them too. Can you help me come up with a name? I want it to be something that flows...like PillowsForPatients would. Thank you so much!

An ISP offers three subscription packages to its customers, plus a discount for nonprofit organizations:

Package A 10 hours of access for $9.95 per month. Additional hours are $2/hour. Package B 20 hours of access for $14.95 per month. Additional hours are $1/hour. Package C Unlimited access for $19.95 per month. Nonprofits Nonprofit organizations receive a 20% discount on all packages.

I need to write a program that will allow the user to enter a package (A, B, or C), nonprofit status (true/false, y/n, etc), and the total number of hours used. The program should then compute and
display the total charges factoring in any additional hours of access and nonprofit status.

I'm the co-chair of a student-run organization called "Performers for Progress." We have a website, and we'd like to add the possibility of "online donations" to the site. Does Paypal offer a free way for people to donate? We don't have a tax-exempt status because we're so small and it takes forever to file non-profit status.

How can I set up a free Paypal donation button (or similar) on my site?

Ugandan refugee turns hotel soap to hope

Nearly two decades after he arrived in this country, Ugandan Derreck Kayongo is still bowled over by one subtle display of American wealth: the endless array of soaps available in stores.
In his African homeland, the cost of soap is out of reach for many, often with tragic consequences. In 2004, the World Health Organization found roughly 15 percent of deaths among Ugandan children under age 5 resulted from diarrheal diseases, many of which could be prevented through hand sanitation.
Now America's bountiful soap bars have prompted Kayongo to launch the Global Soap Project, an effort to help his country's poorest - one used bar of hotel soap at a time.
An Atlanta-based anti-poverty advocate, Kayongo has collected several tons of lightly used soap bars under a plan to melt them down, sterilize them and reshape the soap for shipment to refugees in Uganda to help curb disease.
For Uganda's destitute, soap is a luxury. "Most people find it very hard to spend money on something like soap which could actually help them prevent diseases," Kayongo said. A bar of soap can run 500 Ugandan shillings - about 10 American cents - on a continent where many refugees have a dollar to live on daily.
Cleaning up with used soap sounds, well, dirty.
But Kayongo said soaps will be separated by hotel brand and gently washed to remove makeup and other surface dirt. Next, bars will go into a high-temperature oven where they will melt and transform into a soapy, sterile, slurry. Kayongo said the mixture will go into molds to harden and emerge as large bars of soap. "All it needs is just cleaning and re-melting and remolding," he said.
Soap for charity
Each day, in millions of American hotel rooms, the cleaning staff replaces soap and other toiletries.
Patrick Maher, a consultant to the American Hotel & Lodging Association, said hotels usually throw away used soap. But he said nonprofits have begun stepping up to recycle soap for charitable purposes.
"It's one of the new things this year," Maher said.
One such charity, Florida-based Clean the World, says it has collected about 17,000 pounds of used soap since February for distribution in impoverished countries worldwide.
For the Global Soap Project, Kayongo says he has gathered 10,000 pounds of used hotel soap from 60 hotels in Georgia, Florida and Tennessee. Hotels collect lightly used bars which they place in bins. One of Kayongo's 10 volunteers takes the bars to a donated warehouse near Atlanta that he's using.
Kayongo's own family had once thrived off his father's business making soaps and running a printing press in Uganda. But Kayongo said they went from being members of the middle class to refugees, losing everything under the harsh rule of former Ugandan dictator Idi Amin.
The family fled to Kenya, where Kayongo said life without basics became the norm.
Now Kayongo wants to give other refugees a small item that can make a big difference. He plans to send off his first shipment in late October.
Kayongo, a senior advocacy field coordinator for CARE International, has committed about $5,000 of his own money toward the $13,000 cost to send the soap and is seeking donations to make up the rest. CARE International, a global anti-poverty group, is not sponsoring the project.
The luxury of soap
Since June, just one Ritz-Carlton hotel in Atlanta's Buckhead neighborhood has turned over 3,000 pounds of soap which otherwise would have gone into the trash.
"When I heard Derreck speak about it, I thought it sounded really easy and why haven't we been doing this all along?" said Olivia Brown, a manager at the hotel.
Kayongo got the idea back in the mid '90s. He'd recently arrived in America and when he settled into his hotel, Kayongo was surprised to find packages of soap.
He used the bars, but was confused the next day when he found they'd been replaced.
"This went on for two or three days," said Kayongo, who finally called his father back in Africa and chuckled about it.
The men talked about how the soap could be melted down and reused. Kayongo sat on the idea for a few years, until his father recently brought it back up.
"If you live on a dollar a day," Kayongo said, "what are the chances you spend even one cent of that dollar on buying a luxury like soap?"

Answer as thoroughly as possible, I appreciate it. Its for my intro to business class and ill use your answers or opinions to write my paper on. its kinda a response paper

1. No economic system has been able to respond quickly to the devastation caused by war or major natural disasters. Why is the free market system more likely to respond faster? What advantages might a socialist system have in responding to the needs of the poor?

2. What could the government do to better coordinate the efforts of churches, other nonprofit organizations, government agencies, businesses, and individual citizens when emergencies strike? What factors have hindered such coordination in the past?

3. When disasters hit an area, the cost of everything seems to go up immediately: food, water, housing, gas, and so forth. explain why this phenomenon may be a good thing, using the laws of supply and demand to explain your answer. What would happen if prices did not go up?

I keep receiving charity messages about people who need money for operations from friends ,they say that certain people have made a deal trough an non profit organization with Yahoo! and AOL and for every message sent to the ID's in a persons list the person in need gets 0.01cents per message. My friend and I have started an organization called Ride Against Cancer. On bicycles, we travel to different parts of the country while interacting with and encouraging people to help support the battle against cancer by donating to the American Cancer Society.

Currently, we're stuck on determining exactly HOW we can raise money more effectively. Right now our site basically contains a link that redirects you to the American Cancer Society donations page.

Do you have any better ideas on how we can help?

Our site is:

I am a senior at CSUFullerton, getting a BA in public administration. I was wondering should i go into law school or get a masters in public administration? I always wanted to become a lawyer , but after doing some research it sounds kind of boring , you get into so much debt to pay for it, and when you graduate if you dont go to a top school your salary will be low. I admid that public administration is not excited either, but i am doing an internship for a non profit and i like it so i think that a masters in public administration could get me into a nonprofit organization. What do you think? my masters would coust me ;7,000 per year law school 30,000. My goal is to get a job that can give me enough money to save some spare money to be able to accomplish my dream, that is owning my own bussiness, it does not matter what kind of business.

I graduated from college in May (yay) and I was able to get a job for a nonprofit organization. I know I am very lucky to have this job, but I am miserable. I cannot go on working there. The atmosphere is terrible and depressing. I have three different supervisors and they are all fighting for power over me. A friend of mine from schools lives in a different state and I want to move there. I love the state and the people and the way of life. I know I cannot move without a job, I have tried to explain to my parents the situation at work. They understand how miserable I am and they want me to get another job as well, however, they do not want me to move to another state. How do I explain to them that I will be much happier there. I had no intention of staying in the state once I graduated college, but I worry that they will be mad or upset or not willing to help. Any advice??

How do I record donations like a TV that get auctioned as a fund raiser item? I have been told several concepts and they do not seem to be correct can you help?

I am pro-say in a lawsuit against the city of Austin, and public access community television. The actions of management or just any legal, selling city property. Spending thousands of dollars for equipment no one else use the management. This is a nonprofit organization squandering money. I asked for open records from the city of Austin, and was denied access to public records.

I private corporation will own the non profit organization and most business by the non profit will be done by the holding company.

Are you for or against prosecuting all who aid and abet illegal aliens?

Would prosecuting these who aid and abet, would this stop some of the incentives of coming here or remaining here, if they received no help?

Should advocate groups and churches be charged with aiding and abetting as well?

Federal Immigration and Nationality Act
Section 8 USC 1324(a)(1)(A)(iv)(b)(iii)

"Any person who . . . encourages or induces an alien to . . . reside . . . knowing or in reckless disregard of the fact that such . . . residence is . . . in violation of law, shall be punished as provided . . . for each alien in respect to whom such a violation occurs . . . fined under title 18 . . . imprisoned not more than 5 years, or both."

Section 274 felonies under the federal Immigration and Nationality Act, INA 274A(a)(1)(A):

A person (including a group of persons, business, organization, or local government) commits a federal felony when she or he:

* assists an alien s/he should reasonably know is illegally in the U.S. or who lacks employment authorization, by transporting, sheltering, or assisting him or her to obtain employment, or

* encourages that alien to remain in the U.S. by referring him or her to an employer or by acting as employer or agent for an employer in any way, or

* knowingly assists illegal aliens due to personal convictions.

Penalties upon conviction include criminal fines, imprisonment, and forfeiture of vehicles and real property used to commit the crime. Anyone employing or contracting with an illegal alien without verifying his or her work authorization status is guilty of a misdemeanor. Aliens and employers violating immigration laws are subject to arrest, detention, and seizure of their vehicles or property. In addition, individuals or entities who engage in racketeering enterprises that commit (or conspire to commit) immigration-related felonies are subject to private civil suits for treble damages and injunctive relief.

IT IS ILLEGAL FOR NONPROFIT OR RELIGIOUS ORGANIZATIONS to knowingly assist an employer to violate employment sanctions, REGARDLESS OF CLAIMS THAT THEIR CONVICTIONS REQUIRE THEM TO ASSIST ALIENS. Harboring or aiding illegal aliens is not protected by the First Amendment. It is a felony to establish a commercial enterprise for the purpose of evading any provision of federal immigration law. Violators may be fined or imprisoned for up to five years.
Advocate groups and churches are encouraging illegal aliens to remain, live and work here, clearly against the law.
the law states:
knowingly assists illegal aliens due to personal convictions. So it does make it illegal. read the laws.

I am starting up a company of which each product we sell supports a different organization, and a percentage of the sales will go back to that organization. I am wondering, if I donate 50% of the proceeds (proceeds = sale amt - cost of expenses), will I still turn a profit? I am worried about being taxed on the donated amount (albeit marginally if we're donating to a nonprofit) so much so that we don't turn much of a profit at all.

Is there another way to set up my sales so that we won't be taxed on that amount (for example, money from the sale would bypass our company and go directly to the organization)?

Any help would be greatly appreciated. Thank you in advance.

As a fundraising drive a nonprofit sets up a raffle that promise to pay the winner of a drawing $1000 per year for 10 years. The organization will sell an unlimited number of $1.00 tickets and draw one winning ticket from all tickets sold. If the first payout begins one year from the date of drawing, how many tickets must be sold to break even ? Suppose instead that the first payout occurs on the day of the drawing, how will this change your answer ?

I think I heard from soneone that I have to use the PV formula used in finance. Can anyone please help me with this question?

I do not yet have any incorporation. I don't want to pay for incorporation. I want to set u pa paypal account to benefit a non profit organization that I am starting.
I regret that the responders must assume that I am starting a 501(c)3 illegally. I cannot vote for a best answer due to the baseless allegations loaded within.

I was specifically asking about starting a paypal account for an existing 501(c)3 charity that is unincorporated.

I appreciate tha bit of information found within.
